Deleted instead of renaming? That's on you. They'll be safe in the rockstar games-OLD. This will remove your settings, and saves - incase either are problematic/corrupted. RENAME rockstar games to rockstar games-OLD.
Restart the pc after the drivers are installed - even if it does not ask. Don't add more junk back - if you truly need these - install them later AFTER the problem has been found/fixed. They've caused issues before and you are ruling things out.
